YOU’VE GOT THE POWER
Blair tells Chuck he’s the most powerful man she knows (3.13)
Chuck tells Blair she’s the most powerful woman he knows (4.22)

In addition, both experience the status of being “powerful” in the materialistic and emotional way: Chuck is “powerful” because of what he owns (hotels etc.) - in fact in the second half of S3 and for the whole S4 all of Chuck’s storylines were mostly about business and “materialistic power”, superficial power more than about feelings. That’s because Chuck followed his head more than his heart during that part of the show, while Blair did the opposite. Despite being hurt, she never gave up, she was really powerful inside and let her heart guide her. It was as if they followed the same paths, yet the opposites. By S3/4 Blair recognizes Chuck’s power on the superficial and his influence (what she now doesn’t have) and Chuck recognizes Blair’s deep willpower that he lacked back then. After 4x22, things radically changed. Both Chuck and Blair changed and Blair decided to follow her head now, because her heart led her nowhere and she didn’t want to be hurt again. That is why she closed in herself, tried not to let her emotions influence her like before and grew a strong external source of power that made her focus on the outside. That is why she was with Louis first, then Dan, because they couldn’t hurt her EMOTIONALLY like Chuck could do. They couldn’t let in her inside and she never let them in. Blair kind of completed her superficial powerful woman journey when her mother decided to give her company to her, finishing her journey as Chuck – this season Blair acted a lot like Season 2 Chuck, running from herself, being a coward, not being able to open herself up again risking of being hurt by the person she loves, etc. (If you recall, in episode 2x15 Chuck heirs Bass Industries from Bart, now Blair heirs Waldorf Designs from Eleanor). This season Chuck’s journey was on the other hand, intimate. The therapist in 5x05 tells him he never has a strong relationship with a person because he’s afraid of intimacy with people. That is a blockage that could be hard to resolve, because you can’t build a relationship if you don’t let someone you love, in. Chuck got into therapy and found new things on himself and appreciated life more, showing that he has a lot of good qualities and in multiple occasions, opened his heart to Blair completely. In the season finale Chuck lost everything he heired from Bart, he was stripped down of his materialistic power and that is why he wasn’t able to answer positively when Blair opened her heart again. It was a moment of confusion, and not the right moment for that proposition maybe. Despite Chuck found his inside power, it wasn’t enough because he also needed to have something to live for and form himself as an individual, besides love. That is also what Blair wanted in 4x09 when she refused to be back with him. It looks as if now Blair found a balance between her head and her heart, but Chuck needs to find the last piece to his balance (the gratification via a job), so that they will both have found love and their identity and things won’t be anymore unbalanced between them, and trust issues will be defeated for good.

Blair never got over Chuck in one year and half and she probably never will. This proves she never stopped loving him. EVER.
